VIGO COUNTY, Ind – Indiana State Police say that around 6:00 p.m Wednesday evening (3/27/19) a Trooper stopped a motorist for a seatbelt violation in West Terre Haute.

The driver was identified as 51 year old Billy E. Rowley, of West Terre Haute.  A driver’s license check revealed that Rowley was a lifetime habitual traffic violator.  Rowley was arrested on a Level 5 Felony charge of being a habitual offender and taken to the Vigo County Jail.
