Expired Plates Leads To Two Arrests

VIGO COUNTY, Ind – Friday (12/13/19) night around 10:40 p.m., Trooper Ian Portteus observed a black passenger vehicle with expired plates at Wabash Avenue and 22nd Street.

Trooper Portteus stopped the vehicle and spoke with the driver and passengers in the vehicle and believed that they were acting suspicious.

The driver was identified as 34 year old Travis J. Fagg, of West Terre Haute and a passenger 38 year old Neil A. Kraemer, 38, of Shelbyville were arrested after a free air sniff was performed on Fagg’s vehicle by Indiana State Police K-9, Czar.

A search found a loaded handgun with the serial number filed off. That handgun was found to belong to Kraemer, who did not have a valid gun permit.

Police say that he also attempted to destroy contraband located in his underwear by urinating in his pants.

Officers say that Fagg was driving under the influence but refused to submit to a chemical test.

Kraemer faces charges of:

  • Altered Handgun, Class 5 Felony
  • Possession of Handgun Without Permit, Class A Misdemeanor
  • Possession of a Schedule V Controlled Substance, Class A Misdemeanor

Fagg is charged with:

  • Operating a Vehicle While Intoxicated, Class A Misdemeanor
  • Operating a Vehicle While Intoxicated Endangering a Person, Class C Misdemeanor
