Sullivan Co. Child Abuse Case Involved Shock Collar

Sullivan County, In. – Rachelle Lynne McCarter Kitchell, 34, and Jeremy Edward Kitchell, 38 were arrested on July 23rd for child abuse following an investigation by the Indiana State Police that began in May.  During the investigation the children told police Rachelle used a shock collar with a remote to shock them. One child told police that Rachelle used a hair iron to purposely burn the child’s hand, heel, and leg. Another told police that Rachelle used pliers to rip off the child’s toenail and then used a torch lighter to burn the injured. The children also said Rachelle blind folded one of the children.  She also allegedly put the bottom of a child’s foot down on a hot burner causing a severe burn to the foot. The Children’s Grandmother was able to provide pictures of the children’s injuries.  The Kitchells both remain in jail awaiting a jury trial.
