Sullivan County, In. – Rachelle Lynne McCarter Kitchell, 34, and Jeremy Edward Kitchell, 38 were arrested on July 23^rd for child abuse following an investigation by the Indiana State Police that began in May.  During the investigation the children told police Rachelle used a shock collar with a remote to shock them. One child told police that Rachelle used a hair iron to purposely burn the child’s hand, heel, and leg. Another told police that Rachelle used pliers to rip off the child’s toenail and then used a torch lighter to burn the injured. The children also said Rachelle blind folded one of the children.  She also allegedly put the bottom of a child’s foot down on a hot burner causing a severe burn to the foot. The Children’s Grandmother was able to provide pictures of the children’s injuries.  The Kitchells both remain in jail awaiting a jury trial.
