Terre Haute Man Tased and Arrested After Pursuit

Terre Haute, In. – Friday evening Indiana State Police Trooper Tyler Turchi stopped a car on Maple Avenue near 19th Street for the driver not wearing a seatbelt. The driver was identified as Edwin B. Phillips, age 69, of Terre Haute. The trooper detected the odor of alcoholic beverage coming from Phillips.  Philips failed several field sobriety tests. While the trooper was retrieving items to assist his investigation, Phillips returned to his vehicle, locked the doors and drove away. Trooper Turchi took off after him.  The pursuit wound through alleys and finally ended when Phillips stopped behind a residence and exited his vehicle. While chasing Philips on foot the trooper gave several verbal commands to stop.  When he didn’t stop Turchi used his Taser, striking Phillips and immediately taking him down. Once Phillips was placed on his feet, he lunged towards and kicked Trooper Turchi.  Phillips was taken to a local hospital where he was medically cleared then taken to the Vigo County Jail. Philips is charged with Operating a vehicle while intoxicated with a prior conviction, resisting law enforcement with a vehicle, Battery against a Public Safety Official and Resisting law enforcement.
