Clay County, In. – The Indiana State Police have released name of the man hit by a semi on I-70 Thursday.  The man was identified as 19-year-old James J. Carder of Wapakoneta, Ohio. His family has been notified.  The accident happened Thursday morning near the 22-mile marker on the west bound lanes of I-70.  The police report that Carder was walking in the middle of the lane when he was struck by the semi.  There was heavy fog in the area at the time of the incident.
